for joining us at noon. i'm andrea roane. the obama administration is reporting a dramatic improvement in the healthcare website. as tara mergener reports, there are still plenty of challenges ahead. >> reporter: the frantic work to fix the government's healthcare website is starting to pay off. president obama's technology troubleshooters say healthcare.gov can now handle 50,000 users at that time a time, or up to 800,000 each day. advisor jeffrey zion said the site now works most of the time for most users. >> we executed hundreds of software fixes, and hardware upgrades. and the site is now stable and operating at its intended capacity, with greatly improved performance. >> reporter: the department of health and human services said system failures have fallen from 6% in october to less than 1%. and responses have declined from 8 minutes to less than one. the obama administration had promised the fixes by this past weekend. congress is watching closely, because the success or failure of healthcare reform is expected to be a critical factor in next year's midterm elections. already th

there were two things that really were foremost for the obama administration. one there is a stirmish between china and japan over islands in the east china sea. a big problem for international security. joe biden met with both the prime minister of japan and the president of china and said he made clear to china he wanted them to sort of roll back an air defense zone that china established unilaterally and is threatening japanese and even american commercial aircraft that you have to announce before you enter that space that you have to announce to china you're doing so. it's caused a lot of turmoil and headaches and so the vice president really made that clear. the other big thing in the trip was for the obama administration to make clear their so-called pivot to asia is still a viable priority for them, president obama had to cancel a trip to asia during the government shutdown so the strp was there to say we're still here and still will be strong in the region. >> i'm going to go ahead and change the topic quickly and on a personal note i wanted to ask you i heard that you got into a skir

web site faced its first big test today since the obama administration said that it met its deadline to make healthcare.gov work smoothly for the vast majority of shoppers. trouble since the site's debut in october has cut into enrollments. we learned today that 100,000 signed up in november for a total of more than 206,000 so far, but that is a million short of the enrollees projected. wyatt andrews has been checking into the web site today. wyatt? >> reporter: scott, the administration says that 375,000 people tried to shop on healthcare.gov and that was before noon today. officials called that a strong sign of interest but, again, that high a number created some problems. when june miles-mays tried to sign up for obamacare at a miami health center, the web site put her on hold.
